I recently played thru ME1 as the default sole survivor and had completed the Cerberus assignment strand which ends with the assignment "UNC: Hades Dogs". Apparently, with these two prerequisites, when you play the UNC: Dead Scientists, Toombs should comment that he escaped the Cerberus facility during the events of Hades Dogs.
